In 2017, California abolished all youth administrative fees (SB 190), including for detention, drug testing, probation supervision, electronic monitoring, and court-appointed lawyers as well as some fees for youth under age 21 in the adult system. In 2020, California passed SB 1290, which made the 2017 law retroactive, relieving youth and families of $350 million in outstanding debt. Contra Costa County refunded $133,361 to families who made payments on unlawfully charged fees. Several counties have ended a subset of similar fees charged to young people in the criminal system.
