Freeman, et al. v. Riverside County

This case involves a challenge to Riverside County’s collection of juvenile fees because the County did not comply with its mandatory statutory duties including assessing a family’s ability to pay the fees before imposing them and obtaining a binding court order authorizing the County to collect the fees. Plaintiffs also allege that Riverside County’s collection of these juvenile fees violated the California Constitution because the County failed to provide families with due process before beginning collection of these fees.
