House Bill 1381 and Senate Bill 752 are omnibus juvenile justice bills that eliminate all fines and fees in the juvenile justice system except for a $10 restitution fee. House Bill 1381 also wouldn't allow youth to be charged in juvenile court for failure to pay summary offense fees in municipal court. There are also numerous other provisions regarding youth in the justice system including limits to probation, solitary conferment, age of jurisdiction, and increase in diversion services.
