The Promise of Debt-Free Justice for Young People in California: A Status Report on Senate Bill 190

This report describes the implementation and outcomes of state legislation that ended local authority to charge juvenile fees to youth and families in California. It presents key findings from county responses to Public Records Act requests and from interviews with state and local stakeholders regarding the implementation of Senate Bill 190 and the status of juvenile and young adult fee reform in California. It also includes recommendations to ensure full compliance with the legislation and to realize the full benefit of fee abolition.
