In 2022, New Jersey passed S. 3319 / A. 5507, repealing almost all youth fees and cancelling outstanding fine and fee debt. The same year, New Jersey passed S. 896 / A. 2396, creating a presumption of indigency for youth seeking counsel and abolishing counsel fees.
