Eliminated All Fees and All Fines

In 2023, Illinois passed SB 1463, which eliminates fees and fines imposed against youth and their families, including youth transferred to adult court or excluded from juvenile court jurisdiction under the Juvenile Court Act of 1987. The bill also automatically cancels outstanding debt and cancels collection efforts by counties, juvenile courts, and third-party public or private collection agencies, and requires reporting by the Administrative Office of the Illinois Courts on the number of vacated judgments and total balances discharged within one year of the effective date of the bill. In addition, the bill automatically reimburses minors and families for any payments made after July 28 on fees and fines that have been repealed by the bill.
